  • Nations with a technology level between 80-100% can influence less developed societies by a maximum of 5% every 10 years.

Exclusion: Nations with a technological level under 40% cannot influence less developed societies under any circumstances.

Restrictions on First Contact: Underdeveloped societies cannot be first contacted by a nation that has a technology level difference of over 20% compared to the nation in question.

Additionally, first contact with less developed planets is allowed but only under the rules of the Influence Directive to ensure responsible and ethical interaction. 

Conditions of the Treaty

Applicability: The directive applies to members of the Denebolian Accord, their allies, and trade partners involved in interplanetary travel.

Obligations: Strictly prohibits any form of contact with less technologically developed planets and their cultures, except for first contact under the rules of the Influence Directive. Prohibits sharing the location of planets with any culture, even if they are allies from other worlds. Communication and location sharing must be done through the T.R.A.C.E. base. Permits the establishment of individual contacts and relationships with foreign races and cultures that possess equivalent or superior technology compared to the state seeking alliance, irrespective of the Denebolian Republic's alliance.

Directive DHS-0615/20 - Security Directive

Conditions of the Directive

Applicability: The Security Directive applies to all member states of the Denebolian Accord and is enforced by SHIELD (Government Utility Authority – Reinforce Division).

Obligations: Information deemed sensitive for the security of agents and member states cannot be disclosed or insisted upon for public release. Exceptions to the confidentiality of certain information can only be authorized by the Director of SHIELD. Member states must refrain from attempting to declassify information or accessing sensitive information without authorization, as such actions may lead to immediate expulsion from the Alliance by SHIELD. In exchange for immediate assistance in approved humanitarian, military, and scientific projects, member states are obligated to offer equivalent assistance to SHIELD.

Restrictions: Member states must respect the confidentiality of sensitive information and refrain from attempting to access or disclose it without proper authorization. SHIELD is restricted from sharing certain information that could endanger trust and diplomatic relations among member states.
