Basic informations:
Born from betrayal, shattered in war, and now lingering as a weakened remnant, the Hydra State is a ghost of its former ambition. Once hidden deep within SHIELD, Hydra rose with the dream of world supremacy, only to be crushed in the brutal Hydra Great War.
Today, Hydra survives only as a fragment of the old Star City Empire, sharing its language, culture, and traditions with Denebol. Its armies are broken, its fleets gone, and its people dependent on others to survive. Yet their name remains a warning across the stars — a reminder that even the closest ally can become the deadliest enemy.
Diplomacy
Hydra's earliest diplomacy was nothing but a mask for world superiority, driven by infiltration and eventual war against SHIELD. But that was years ago.
Status with major factions:
- With Denebol: Relations are no longer hostile. Hydra shares the heritage, language, and traditions of the old Star City Empire — the same cultural foundation from which Denebol itself emerged.
- With Arnor: Cold indifference. Hydra has no interactions with them.
- With Amaurëa: Nonexistent.
Technology
Hydra's technological strength came entirely from stolen or infiltrated SHIELD research. During the war, this gave them near-parity. But once SHIELD advanced, Hydra stagnated.

Army: Small, under-equipped ground forces.
Air Force & Navy: None.
Industry: Collapsed.
Innovation: None. Hydra now depends on imports and favors from Denebol.
Culture
Hydra is less a culture of its own and more an echo of the Star City Empire. Their society retains:
Language: Imperial dialects of English and Latin, nearly identical to Denebol.
Traditions: Military hierarchy, civic ceremonies, and public order reminiscent of Star City days.
Heritage: Same myths, same values of discipline and progress — twisted by Hydra during the war, but fundamentally the same roots as Denebol.
This shared heritage is why most Denebolians do not see Hydra as "other", but as lost kin — kin who will inevitably come home.
History
Hidden Origins (prior to 2017 N.T.)
Hydra grew in secret within SHIELD itself, hiding agents and leaders from the very beginning of Project ARC. For decades they lay dormant, until their uprising during the Hydra Great War (2017 N.T.).
The Hydra Great War (2017 N.T.)
Hydra declared war on SHIELD and the Star City Empire, immideately seizing key territories via infiltration and execution of SHIELD loyalists. Hydra agents in Kingdom of Arnor launched attack on SHIELD Alfa site, one of most fortified military installations near colonial border. Though repelled, the attack sowed deep suspicion between SHIELD and its colonies, showcasing desperate need for formidable spy network in our colonies.
For a time, Hydra fought as equals, even securing major victories across Star City Empire. That was until SHIELD breakthroughs in weapons and energy tipped the war. In their last ddesperation, Hydra bombed a civilian facility, shattering its legitimacy and causing their loyalists to surrender.
Defeat of Hydra and outlining new Hydra State (2018 N.T.)
Hydra collapsed under SHIELD's counterattacks and loss of their loyalists. Their armies were destroyed, their leaders executed or in hiding. Hydra was confined to lands in and behind great dessert north-west from Denebol Prime. After the war, Hydra was cultury, technologically and as civilization stagnating.
Hydra spent first few years in isolationism and after some time they became desperate to join global trade network. After several years some of its citizens were allowed access to near trade centers in Denebol Prime and even some students were allowed to attend few universities in Denebol Prime.
Beginning of Hydra's annexation (2025s N.T.)
In late 2025 Denebolian Ministry of Foreign recognized lowered distrust and suspicion between denebolians and hydra citizens. Denebolian government then offered Hydra State full annexation, which is now in progress. Full conditions of the annexation are specified in Treaty of Annexation.
Summary
Hydra's defeat reshaped Panthal politics:
It accelerated Arnor's independence.
it led to Denebol's founding as a cooperative, civilian-rooted nation.
It showed the dangers of infiltration and betrayal.
Yet today, Hydra exists less as an enemy and more as a candidate for absorption. Denebol's diplomacy corps openly discuss their annexation and now it is a question of when, not if.
