Adherence to basic guaranteed rights is domestically enforced by Ministry of Internal Affairs. Interstellar enforcement is assigned to Ministry of Defense and Ministry of Foreign Affairs.

§ 1 Right to Life and Security

§ 1 General Provisions
The Denebolian Republic welcomes foreign citizens and refugees seeking to live within its borders, in alignment with national interests and humanitarian obligations.
This law regulates the conditions and procedures for granting residency, asylum, and citizenship to foreign nationals.
§ 2 Eligibility for Residency
Foreign citizens may apply for residency in the Denebolian Republic if they:
- Possess any form of valid identification. For individuals from less advanced societies, the Denebolian Republic will provide necessary identification documents.
- Have not been convicted of war crimes or serious criminal conduct, as recognized by the Denebolian Republic's government.
- Pass health and security screenings.
- Agree to abide by the laws and regulations of the Denebolian Republic.
Residency permits may be granted for:
- Employment: Applicants must have a job offer from a registered employer in the Denebolian Republic.
- Education: Students must be enrolled in an accredited educational institution.
- Family Reunification: Applicants can join immediate family members who are citizens or legal residents.
§ 3 Asylum and Refugee Status
The Denebolian Republic offers asylum to individuals fleeing persecution based on race, religion, nationality, membership in a particular social group, or political opinion.

§ 4 Exclusions and Inadmissibility

- Persons convicted of war crimes, crimes against humanity, or serious criminal offenses, as recognized by the Denebolian government.
- Individuals who pose a threat to national security or public order.
- Applicants found to have submitted fraudulent information during the application process.
§ 5 Application Procedure
Applications for residency, asylum, or citizenship must be submitted to the Immigration Office of the Ministry of Internal Affairs.
The application must include:
- Completed application forms.
- Supporting documents, including identity verification (or issuance of identification), and any relevant legal documents.
- Health and security clearance certificates.
The Ministry of Internal Affairs will process applications within 15 days of submission. Applicants will be notified of the decision in writing.
§ 6 Rights and Responsibilities of Residents and Refugees
Residents and refugees in the Denebolian Republic have the right to:
- Live and work within the Republic.
- Access public services, including healthcare and education.
- Protection under the laws of the Denebolian Republic.
Residents and refugees must:
- Comply with the laws and regulations of the Denebolian Republic.
- Report any changes in personal circumstances, such as change of address or employment status, to the Immigration Office.
- Work and pay taxes. If they fail to secure long-term employment and pay taxes, they will be assigned a job and supervisor. Continued failure will result in deportation.
§ 7 Citizenship
Birthright Citizenship:
Anyone born within the territory of the Denebolian Republic automatically receives Denebolian citizenship.
Naturalization Process:
Individuals who wish to become Denebolian citizens through naturalization must pass exams on Denebolian history. Upon successful completion, they are granted pre-citizenship status. After living in the Denebolian Republic for five years and undergoing random observations by the Ministry of Foreign Affairs, they can attain full citizenship.
Full Citizenship
Full citizens have all rights and privileges. They must either be born within Denebolian territory or complete five years of pre-citizenship status. Exceptions may apply.
Pre-Citizenship:
Pre-citizens have all rights except the ability to enlist in military branches or be employed in government or science institutions. After five years of residency, they can obtain full citizenship. This duration can be shortened to three years if the individual has already lived in the Denebolian Republic for at least two years.
Pre-citizens have rights as stipulated in rights guranteed for individuals without Denebolian citizenship.
Denebolian Accord Members:
The rights and obligations of members are specified by the Denebolian Accord Treaty, which are the same as for other foreign citizens.
Excommunication
Excommunicated individuals retain basic human rights as stipulated in **§ 1 Right to Life and Security** through **§ 10 Right to Social Security** but are restricted from military service, government employment, or scientific institutions. They are also prohibited from using interstellar travel methods. Cybernetic implants are removed, and power inhibitors are implanted if the individual possesses natural abilities.
Traitors/Criminals
Those deemed traitors or criminals may have their rights restricted, and they may be imprisoned or banished from the Denebolian Republic.
Honorable Citizenship
Honorable citizenship is granted for distinguished actions. It is similar to full citizenship but includes additional privileges such as free interstellar transport and communication.
§ 8 Appeals and Legal Recourse
Applicants who are denied residency, asylum, or citizenship have the right to appeal the decision within 30 days of receiving the notification.
Appeals must be submitted to the Appeals Board of the Ministry of Internal Affairs, which will review the case and issue a final decision within 30 days.
§ 9 Enforcement and Penalties
Violations of this law, including submission of false information or failure to comply with immigration regulations, will result in penalties, including fines, revocation of residency permits, or deportation.
